In general terms, it can be said that diplomacy, as a procedure for the settlement of international crises and problems remains a unique outlet. The collapse of the cold war era, and the dissemination of points of tension in the Balkans and the Commonwealth of Independent States prove that war is not the solution to the problems and differences.
