Emmanouilidis, Stavros Costopoulos Research Fellow at ELIAMEP, at a seminar entitled Exploring the Scope of the European Neighbourhood Policy (ENP): Towards New Forms of Partnership? organized by the Netherlands Institute of International Relations “Clingendael” on 10/11 April 2008 in The Hague.

Four years after the launch of ENP the seminar explored a series of questions: What is the ENP’s scope? What are its limitations? Is it really good enough or do we need to do more and make it the flagship of the EU’s external policy?

The seminar’s objective was to arrive at concrete policy recommendation concerning the future of the EU’s neighbourhood policy. Participants discussed the experiences with and the prospects for the European Neighbourhood Policy and potential in-between forms of membership. Participants were senior officials from the Netherlands, a selection of EU member states, the European Commission and partner countries, and a limited number of academic experts.
