As she notes, Washington is shifting the focus from a general defense of the “rules-based international order” to concrete, measurable commitments, including increased defense spending and the strengthening of national capabilities, placing particular emphasis on Article 3 of the Alliance, which makes clear that each member state bears responsibility for its own defense readiness.
