ELIAMEP organized a closed meeting on Monday 16 June, focusing on the strategic dimension of energy security.

Keynote speaker Dr. Michalis Mathioulakis, Research Associate at ELIAMEP and Academic Director of the Greek Energy Forum, presented his research titled: “Beyond Energy Security towards Energy Strategy: The Identification of Energy-related Security Dilemmas” conducted at the Department of International & European Studies of the University of Macedonia.

The study introduces a groundbreaking theoretical framework that connects for the first time international politics with energy security. Central to this framework is the Energy Matrix System, a conceptual turned practical tool developed by Dr. Mathoulakis. This system comprises a set of quantifiable indicators designed to measure a nation’s political power as derived from its capacity to produce, consume, export, and transport energy resources. These metrics provide a solid measurement (point system) for a country’s actual energy leverage and offer a decision-making tool for policy-making and scenario-based analysis regarding energy project materialisation. The system has the potential to evolve into a fully-developed practical decision-support tool for governments and international organizations across the energy and security policy spectrum.

Participants in the meeting included representatives from ELIAMEP, the Hellenic Diplomatic Academy, the Ministry of Foreign Affairs and the Energy Industry.
