“Europe from Scratch: Visions for a New European Order” is a major policy report published by Carnegie Europe. Edited by Richard Youngs, this thought experiment gathers eleven global experts to reimagine an optimal model for European integration and cooperation from a clean slate, bypassing existing institutional constraints. The publication focuses on three core pillars: differentiated integration, deeper societal interactions, and democratic accountability.

In her contribution, entitled “LEGO Europe: A Modular Structure for EU Foreign Policy,” Elena Lazarou, Director General of ELIAMEP, proposes a novel architectural approach to EU external action based on with a modular system that allows for varying levels of flexible, issue-specific engagement among coalitions of EU members states. Her contribution demonstrates how the EU can effectively maintain consensus-based decision making while executing foreign (and other, if needed) policy with enhanced agility and speed. The chapter also addresses the growing importance of geoeconomics in EU foreign policy.
