The third instalment of the EUSI Policy Dialogue was held in Nicosia, Cyprus, on 27 May. It was organised as a joint project between the European University Institute and the Polish think tank ITECH, building on earlier EUSI Policy Dialogues in Warsaw and Copenhagen. This year’s event continued the efforts to rethink Europe’s security architecture and its capacity to act. Ministers, policymakers, and over 30 leading security experts from 11 EU Member States and Norway joined the EUSI Policy Dialogue to discuss Europe’s strategic outlook, hybrid threats, and the future of its defence industrial base.
Dr. Elena Lazarou, Director General of ELIAMEP, participated as a speaker in the key discussion “Building Europe’s Defence Industrial Base: Implications for EU Security” alongside Aleksandra Kozioł, Senior researcher, Polish Institute of International Affairs, Poland, Johannes Binder, Member of the President’s research team, Kiel Institute for the World Economy, Germany, Panayiotis Hadjipavlis, Defence Director and Head of the Armaments and Capabilities Directorate, Ministry of Defence, Cyprus. The session was chaired by Marek Świerczyński, Head of Security Desk, Polityka Insight, Poland.
Dr. Lazarou’ s contribution focused on the European defence industry and the implementation of SAFE, which has become central to the EU’s evolving security and defence agenda, highlighting that while defence industrial policy gains prominence, all member states will be increasingly involved in shaping and implementing this portfolio.
