Professor Spyros Blavoukos and Mr Panos Politis Lamprou were invited to produce a paper on the integration of EU defence capability instruments into Greece’s national defence policy and administration.
Focusing on five key defence-related EU instruments, the authors argue that Greece has achieved substantial integration, particularly in areas where EU initiatives support Greece’s strategic objectives and defence-industrial interests. Based on the analysis of policy documents, legislation and stakeholder perspectives, the paper concludes that Greece’s engagement with EU capability development is shaped by a combination of strategic, economic and political drivers.
