Evidence-based dialogue, systematic analysis, and sustained engagement on transatlantic relations are more important than ever. Profound shifts in U.S. domestic politics, transatlantic burden-sharing, and geopolitical competition directly affect Greece, Europe, and the Eastern Mediterranean region. A systematic understanding of U.S. political dynamics and their implications for European strategic interests is therefore essential.

The Theodore Couloumbis Transatlantic Programme constitutes a new initiative of the Hellenic Foundation for European and Foreign Policy (ELIAMEP), designed to reinforce work on transatlantic relations as well as Greece-U.S. affairs. While ELIAMEP has a strong track record in transatlantic studies, the Programme establishes the Foundation’s presence in Washington, D.C., strengthening research, outreach, and institutional engagement in a manner comparable to leading European think tanks. This, in turn, allows ELIAMEP to boost its collaboration with other independent think tanks in the DC region, including several European institutes who are also seeking to better understand contemporary US dynamics.

Led by Dr. Dimitris Tsarouhas, Senior Fellow and Washington Resident Representative, the Programme serves as ELIAMEP’s anchor in the United States, cultivating long-term relationships with think tanks, universities, policymakers, and international organizations across the ideological spectrum. This presence enables continuous exchange with U.S. counterparts, and ensures that Greek and European perspectives are part of ongoing debates in the American policy community.

The Programme will produce timely, policy-relevant analysis on U.S.–EU relations, NATO-EU cooperation, defence and security, energy security, and regional geopolitics, with a particular emphasis on Greece and the Eastern Mediterranean. Its activities include bimonthly strategic insight reports, quarterly thematic briefs, high-level events in Washington, closed expert discussions, media engagement, and participation in external policy forums.

Through research, dialogue, and structured policy engagement, the Theodore Couloumbis Transatlantic Programme strengthens informed transatlantic debate and enhances ELIAMEP’s strategic footprint in North America, providing timely and authoritative insights into developments shaping Greece’s and Europe’s role within the transatlantic community.
