Dr. Elena Lazarou participated as a speaker at the conference of the European Armament Industry European Research Group (ARES), which took place on October 16 in Brussels. The theme of the conference was: “Financing European Defence: The role and tools of the EU”.
As interest and discussions surrounding the financing of European defence escalate, with new initiatives and proposals constantly gaining ground and raising questions, the seminar aimed to evaluate the options on the table and analyse the prospects of each. Behind the technical nature of the topic, lie important political issues and existential decisions that Europeans will be called upon to take immediately. The event opened with a message from the President of the European Parliament, Roberta Metsola.
Dr. Lazarou took part in the panel “Policies to support member-states’ defence budgets: what conditions from the EU side?”, where she discussed the adequacy of the conditionalities involved in the SAFE instrument and in the ReArm Europe initiatives, including the triggering of the national escape clause. The panel also featured Fabio Liberti, Deputy Head of Unit, SAFE Task Force, DG DEFIS, European Commission, and Guillermo Ardizone García, Ambassador Representative to the Political and Security Committee (COPS), Permanent Representation of Spain to the European Union. Dr. Lazarou’s participation, combined with her recent inclusion in the Scientific Advisory Board of the ARES Group, strengthens the connection between scientific knowledge and policy-making in the field of European defence, an area in which ELIAMEP is increasingly active.
As in previous years, the conference was framed by a meeting of the ARES Group Board of Directors and Scientific Advisers to delve into the action plan and provide an additional opportunity to exchange views and strategic ideas on issues concerning the European Defence Technological and Industrial Base (EDTIB).
