ELIAMEP welcomes Dr. Ricardo Borges de Castro and Leopold Schmertzing as Non-Resident Fellows on Strategic Foresight.

Dr. Ricardo Borges de Castro is an analyst on European and global affairs. He is Associate Fellow at the Geneva Centre for Security Policy, Visiting Scholar at the College of Europe, Senior Adviser at the European Policy Centre, and Senior Fellow at Agora Strategy. He previously served as Associate Director and Head of Europe in the World at the EPC and as foresight lead at the European Political Strategy Centre, the European Commission’s in-house think tank, under President Jean-Claude Juncker. He was also Member of Cabinet to Commission President José Manuel Barroso.

Leopold Schmertzing is a security and defence policy analyst and expert in strategic foresight. He is an Associated Fellow at the Austrian Institute for European and Security Policy. Until November 2024, he worked as programme director of the European Forum Alpbach, having previously spent seven years at the European Parliament as a political advisor and policy analyst on foresight and technology. His earlier experience includes posts at the Organization for Security and Co-operation in Europe (OSCE), in the Austrian Federal Ministry of Defence and Sports, as well as in the Austrian Federal Ministry for European and International Affairs.

Their expertise in strategic foresight and international affairs, will further strengthen ELIAMEP’s capacity to anticipate emerging global challenges, integrate foresight methodology across its programmes and contribute to informed policy debates.
