Call for expression of interest: Pool of Women Researchers in Defence, Security and Foreign Policy

About ELIAMEP

The Hellenic Foundation for European and Foreign Policy (ELIAMEP) is an independent, non-governmental, non-profit think tank, established in Athens in 1988. ELIAMEP conducts policy-oriented research and provides policy makers, academia and the wider public with authoritative information, analysis and policy recommendations on major European and foreign policy challenges. Its expertise spans over a wide range of research fields: Greek foreign and security policy, European institutions and policies, Transatlantic relations, Security and defence, Democracy, civic participation and human rights, Good governance and rule of law, Globalization, crisis, and reforms, Geoeconomics, Migration, Geopolitics of energy, sustainability and climate, Media and disinformation, Religion and culture, Gender equality.

Background and Rationale

Despite significant advances in recent decades, women remain markedly under-represented in the fields of defence, security and foreign policy — both as practitioners and as expert voices in academic debate, expert panels and the media. Broadening the pool of voices in these fields is not only a matter of equality; it strengthens the quality, depth and legitimacy of policy analysis and decision-making.

Building on its longstanding institutional commitment to gender equality in research — including its participation in the EU-funded SEE-ERA initiative on gender equality in research and innovation — ELIAMEP is launching the Pool of Women Researchers in Defence, Security and Foreign Policy, a standing community of experts that will inform ELIAMEP’s research, public-facing activities and outreach.

Objectives

The Pool aims to:

• Identify and connect women researchers, analysts and practitioners with established or emerging expertise in defence, security and foreign policy.
• Increase the visibility of women experts in public debate, expert panels, conferences and media coverage.
• Expand opportunities for participation in ELIAMEP’s research projects, publications and policy advisory work.
• Foster mentorship and peer-exchange between senior, mid-career and early-career researchers.
• Contribute to a more balanced and pluralistic policy debate in Greece, the wider region and at the European level.

Thematic Areas

Expressions of interest are welcomed across — but not limited to — the following thematic areas:

• European security and defence policy
• NATO, transatlantic relations and
• Russia, Ukraine, Eastern Europe and the Black Sea region
• The Western Balkans and Southeast European security
• The Eastern Mediterranean, and the wider Middle East, GCC region
• China, Asia, Africa, Middle Power, Multilateralism
• Hybrid threats, cybersecurity, disinformation and foreign interference
• Emerging and disruptive technologies (AI, dual-use, space, autonomous systems)
• Maritime security
• Counter-terrorism, radicalisation and conflict prevention/resolution
• Arms control, disarmament and non-proliferation
• Climate security and the geopolitics of the energy transition
• Migration, border management and human security
• The Women, Peace and Security (WPS) agenda and gendered dimensions of conflict
• Connectivity and Infrastructure

Profile of Candidates

The Pool is open to women based in Greece or abroad, at any stage of their professional or academic career, with a postgraduate degree (Master’s or PhD) in international relations, political science, security or strategic studies, law, history, area studies or a related discipline who have:

• A postgraduate degree (Master’s or PhD) in international relations, political science, security or strategic studies, law, history, area studies or a related discipline
• Demonstrable professional experience (minimum three years) in government, international organisations, the armed or security services, the diplomatic corps, NGOs, journalism, or the private sector in fields directly relevant to defence, security or foreign policy; or
• A documented track record of peer-reviewed publications, policy papers, op-eds or media commentary in the areas listed above.

Working knowledge of English is required. Knowledge of Greek and of additional languages of the wider region (e.g. French, German, Arabic, Russian, Turkish, Western Balkan languages) is considered an asset.

What Membership Entails

Inclusion in the Pool is non-binding, voluntary and free of charge. Subject to their availability and interest, members may be invited to:

• Contribute to ELIAMEP commentaries, policy briefs and working papers.
• Participate in ELIAMEP-organised conferences, workshops and closed-door roundtables as speakers, panelists or discussants.
• Join EU-funded and other research consortia coordinated by or involving ELIAMEP.
• Be referred to media outlets and policy stakeholders seeking expert commentary in their area of specialisation.
• Engage in mentoring and peer-exchange activities within the Pool.

ELIAMEP will maintain the Pool as a living database and will reach out to members with relevant opportunities on a rolling basis.

Application Process

Interested candidates are invited to submit:

1. A curriculum vitae (maximum 4 pages, including key publications).
2. A statement of interest (maximum 500 words) outlining their main areas of expertise, current research or professional focus, and the contribution they envisage making to the Pool.
3. Up to three sample outputs (academic articles, policy papers, op-eds, podcasts or other) illustrating their expertise. Links are sufficient.

Selection Criteria

A selection committee composed of ELIAMEP senior researchers will review applications on a rolling basis. Candidates will be assessed on:

• Relevance and depth of expertise in defence, security and/or foreign policy.
• Quality and impact of academic and/or policy work.
• The added value of their profile to the diversity of the Pool — across thematic specialisations, geographic focus and career stage.
• Capacity to contribute to public debate and policy dialogue.

Data Protection

Personal data submitted will be processed in line with the EU General Data Protection Regulation (GDPR) and ELIAMEP’s privacy policy, and used solely for the purposes of administering the Pool. Members may request the modification or deletion of their data at any time.
