Within the framework of the deepening Greek-French strategic cooperation, the Ministries of Foreign Affairs of France and Greece established in 2025 a Dialogue bringing together leading think tanks and members of the academic community. The inaugural meeting took place in Athens in January 2025, with the second session convening in Paris on 6 February 2026.

The 2nd France-Greece 1.5 Security and Defence Dialogue convened leading think tanks from both countries: the Foundation for Strategic Research (FRS), the Institute for Strategic Research (IRSEM), the Institute for Higher National Defence Studies (IHEDN), the French Institute of International Relations (IFRI), the European Council on Foreign Relations (ECFR), and the Jacques Delors Institute from France; while from Greece, the Hellenic Foundation for European and Foreign Policy (ELIAMEP) and the Council for International Relations–Greece (CFIR‑GR) took part. ELIAMEP was represented by Prof. Loukas Tsoukalis, President, Dr. Elena Lazarou, Director General,  and Ino Afentouli, Head of the Geopolitics and Diplomacy Observatory.

Discussions focused on the evolution of Greek-French cooperation and key international developments affecting the European Union and regional stability. Participants engaged in extensive analysis and exchange of views on the evolving U.S.-Europe balance, the prospects for a more autonomous European defence, and the trajectory of EU-Russia relations. The agenda also covered regional dynamics in the Eastern Mediterranean, formats for multilateral cooperation, EU-Turkey relations, and the potential emergence of a European pillar within NATO, viewed in the wider context of strategic autonomy for EU member states.
