“We are entering four years of either low expectations or a dystopia. In the first scenario, Europe will have to face a weak President Biden, constantly undermined by Congress. President Biden’s inability to meet the expectations of his transatlantic partners will make the US withdrawal from the global system appear even more systemic rather than merely temporary. In the second scenario, that of a dystopia, Europe will face President Trump II, expected to be even more hostile to the EU and the multilateral global system. Europe in this case will be forced, albeit reluctantly, to pursuit its strategic autonomy in the face of a unilaterally nationalist American leadership.
