Eda Gemi and Bledar Feta produced the annual report for the OECD Network of International Migration Experts, which provides an overview of the most recent trends and development in international migration flows and policies in Greece.

The report contained data and policy information for the full year 2021 and as well for the first nine months of 2022 which are deemed useful to identify emerging trends. This report further discusses the characteristics of immigrant population in Greece, its size and main socio-demographic features, as well as its labour market participation. Special attention is paid to the current situation as regards the flows and stock of asylum seekers and irregular migrants through the Greek-Turkish sea and land borders in 2021-2022. The report outlines the main developments in migration and asylum policy in 2021-2022 and the challenges that the country is facing with regard to the governance of migration and integration policies. A special attention is paid to the reception and accommodation of Ukrainians in Greece, in 2022.

The report identified three main trends that have characterized the Greek migration governance in the period 2021-2023, namely the shifting focus from humanitarian response to security policy, the intensification of border surveillance by using advanced technological means, and the emphasis on management of legal (labour) migration as a response to Greece’s aging population and declining economic indicators.

This national report is a key input to the OECD work on international migration mainly for the preparation of the annual OECD flagship publication International Migration Outlook.
