Without getting into too much detail, the Pact wishes to strike a balance between the humanitarian values of the Union, the financial dimension of migration and asylum and how it relates to production, and the growing popularity of the ‘Fortress Europe’ sentiment among powerful politicians and other societal forces. Both sides reacted strongly to the Pact.
