The transformations of the European Union occur under crises. At its most important one, the coronavirus, the Franco-German axis was reborn and the European Commission rose to its responsibilities. It proposed a New Recovery Instrument with a budget of 750 billion euros, for a wide range of actions. In this context Greece will have to manage and absorb, during the period 2021-2027, over 50 billion euros in subventions. To achieve this, it needs both a central plan with a vision and an efficient System of Management and Control of the funds, independent of the heavy procedures of Public Administration.

· The European Commission rose to the circumstances and to its responsibilities and put forward important proposals to face up to the coronavirus crisis.

· It proposed a New Recovery Instrument with a budget of 750 billion euros.

· The implementation of a wide range of actions, is a challenge both for the European Commission and for Greece.

· Greece will have to manage and absorb, during the period 2021-2027, over 50 billion euros in subventions, both from the New Recovery Instrument and from the Structural Funds, current and future.

· The efficient management of the funds requires a visionary central planning, controlled from the office of the Prime Minister and on the ground, a System of Management and Control of the funds, with services independent of the heavy procedures of Public Administration.

· To strengthen these services, it will be necessary to employ at least 200 experts from the private sector.
