The next enlargement will clearly present different problems and challenges from preceding enlargements, and the Union may have to find new approaches and new solutions, without in any way weakening the existing acquis communautaire. If the EU is to maintain its cohesion and compete in an increasingly global market place then it needs to ensure that new members are capable of fulfilling all the obligations of membership.
