On Tuesday, 28 April 2026, the Three Seas Business Forum 2026 was held under the auspices of the Croatian Presidency of the Three Seas Initiative (3SI), bringing together senior policymakers, industry leaders, and experts to address strategic connectivity challenges across the region. The Forum was held alongside the Three Seas Initiative Leaders’ Summit.
Dr. Elena Lazarou, Director General of ELIAMEP, moderated the framing panel “From Individual Projects to Integrated Networks”, which explored how the Three Seas region can move beyond a fragmented landscape of national transport projects towards a genuinely interoperable and investment‑ready network. Set against a rapidly evolving geopolitical backdrop—marked by Russia’s invasion of Ukraine, the energy crisis, and instability in the Middle East—the discussion highlighted why transport connectivity has become a strategic imperative for the region, increasingly viewed as a critical corridor and a bridge linking Europe with broader global markets. The exchange focused on the need for more interconnectiong along the North–South corridors, on alignment between TEN‑T and 3SI priorities, emerging routes such as IMEC, and the need for regulatory and customs coordination to reduce cross‑border bottlenecks.
Panellists included Mr Ramūnas Dilba, Chief Adviser to the President of the Republic of Lithuania, Ms Camilla Jain Holtse, Vice President at A.P. Moller – Maersk (Denmark), and Mr Gordan Kolak, CEO of the Končar Group. The session was opened by Mr Oleg Butković, Deputy Prime Minister and Minister of the Sea, Transport and Infrastructure, Republic of Croatia.
ELIAMEP alongside other major think tanks, including GMF, CEPS, the Heritage Foundation and the Atlantic Council supported the coordination and moderation of the Forum’s panels.
