Its chief aim is to reduce irregular migration flows and the demand for smuggling services, directly responding to EU priorities including the action plan against migrant smuggling. The central thesis is that if we provide the right blend of knowledge, skills, and confidence, individuals likely to attempt irregular migration to the EU will abandon their plans. Fewer attempts will reduce the demand for smuggling services, undermining their business model.

NPR follows the AMIF-funded Pathways, implemented by the original consortium plus additional partners, it implements lessons learned to expand a successful remote counselling model and scale the piloted referrals mechanism. It enhances the effectiveness of the digital campaign through technology, greater use of programme data, and targeted engagement of diaspora. It capitalises on the popular Social Media Compendium with a dedicated mechanism to foster dialogue and synergies between Member States.

Objective:

New Pathways to Resilience (NPR) supports and influences individuals migrating irregularly on the Eastern Mediterranean (EM) and Western Balkan (WB) routes. Information, counselling, and referrals will persuade thousands to abandon their irregular migration plans and pursue alternatives, in the process reducing demand for smuggling services, increasing uptake of assisted voluntary return, and denormalising irregular migration. It responds to key priorities in the Action Plan Against Migrant Smuggling, the Pact on Migration and Asylum, and increased investments in return.

Through a consortium of three civil society organisations and three Member States, NPR: 1. Prevents irregular departures and ends irregular journeys through a digital campaign, remote counselling, and support to influential people at origin and in diaspora. 2. Expands access and increases willingness to access local opportunities, legal migration, and assisted voluntary return services. 3. Enhances sustainability by supporting influential family and friends in diaspora. 4. Increases the effectiveness – and finds synergies between – Member State country government communications campaigns.

Coordinator:

SEEFAR FOUNDATION (SEEFAR)

Participants:

META – METODOLOGIE EDUCATIVETERRITORIO E AMBIENTE COOPERATIVASOCIALE – ONLUS (META)

Hellenic Foundation for European and Foreign Policy (ELIAMEP)

BUNDESMINISTERIUM FÜR INNERES (BMI)

BUNDESAMT FÜR MIGRATION UND FLUCHTLINGE (BAMF)

Access the project description on the EU’s Funding and Tender portal here.

Project ID: 101249838

Coordinated by: SEEFAR FOUNDATION

“Funded by the European Union (Project 101249838 – NPR).
