At its most important one, the coronavirus, the Franco-German axis was reborn and the European Commission rose to its responsibilities. It proposed a New Recovery Instrument with a budget of 750 billion euros, for a wide range of actions. In this context Greece will have to manage and absorb, during the period 2021-2027, over 50 billion euros in subventions. To achieve this, it needs both a central plan with a vision and an efficient System of Management and Control of the funds, independent of the heavy procedures of Public Administration.<\/p>\n<p>\u00b7 The European Commission rose to the circumstances and to its responsibilities and put forward important proposals to face up to the coronavirus crisis.<\/p>\n<p>\u00b7 It proposed a New Recovery Instrument with a budget of 750 billion euros.<\/p>\n<p>\u00b7 The implementation of a wide range of actions, is a challenge both for the European Commission and for Greece.<\/p>\n<p>\u00b7 Greece will have to manage and absorb, during the period 2021-2027, over 50 billion euros in subventions, both from the New Recovery Instrument and from the Structural Funds, current and future.<\/p>\n<p>\u00b7 The efficient management of the funds requires a visionary central planning, controlled from the office of the Prime Minister and on the ground, a System of Management and Control of the funds, with services independent of the heavy procedures of Public Administration.<\/p>\n<p>\u00b7 To strengthen these services, it will be necessary to employ at least 200 experts from the private sector.<\/p>\n<p>You may find the full text by <strong>Dr. Marios Camhis<\/strong>, Retired European Commission Official 1985-2011, Former President of MOU (Management Organization Unit) 2011-2015 in pdf <a href=\"https:\/\/www.eliamep.gr\/wp-content\/uploads\/2020\/06\/Policy-brief-121-\u039c\u03ac\u03c1\u03b9\u03bf\u03c2-\u039a\u03b1\u03bc\u03c7\u03ae\u03c2-final-1.pdf\">here<\/a>\u00a0(in Greek language).<\/p>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>The transformations of the European Union occur under crises.
