The study of the\u00a0media on such a premise has formed the object of extensive analysis. Citizens can\u00a0play an active role in the political process and take advantage of opportunities\u00a0generated for political participation and civic engagement if they have access to\u00a0accurate and impartial information from a variety of sources. This allows them to gain\u00a0a thorough understanding of public affairs and to exchange views and opinions about\u00a0them. By nurturing (ideally) a broadly informed citizenry, the media is also seen to\u00a0prompt the government to be responsive to the people, and to contribute to\u00a0government accountability and control, thereby sustaining democracy. The media\u00a0have thus a central role to play in the functioning of democracy, even if it is not<br \/>\nnecessarily positive or always conducive to the latter.<\/p>\n<p>Beyond the media\u2019s presumed service to democracy, the justification for\u00a0regulatory intervention in the field of the media has formed the object of considerable\u00a0analysis by legal scholars, political scientists and academics specialising in media\u00a0studies. The economic value of the media sector has led many to argue that media\u00a0policy is essentially an \u201cindustrial\u201d policy, aimed at ensuring the conditions necessary\u00a0for increased competitiveness of the sector at the national and\/or international level.\u00a0Attention has also been drawn to \u201cmarket failures\u201d inherent in media activity that\u00a0require corrective action. For instance, media operators tend towards strategic\u00a0alliances and oligopolistic behaviour, with the aim to offset the unpredictability of\u00a0public taste and its effects on their economic viability.
