Different perceptions concerning the development and the future architecture of the enlarged EU are the real reasons behind this stagnation. In addition, the EU needs to react to novel international and security related constellations in international relations. Unless Europe reacts to these novel challenges, the old continent risks marginalization. Franco Algieri and Janis A.
