Emmanuel Comte is a historian specializing in European integration and migration in contemporary Europe. He serves as a Senior Research Fellow in the European Programme at the Hellenic Foundation for European and Foreign Policy (ELIAMEP) in Athens and as a Professorial Lecturer at the Vienna School of International Studies. He has previously held academic and research positions at the European University Institute in Florence, the University of California, Berkeley, and the Barcelona Centre for International Affairs (CIDOB). An alumnus of the \u00c9cole normale sup\u00e9rieure in Paris, he obtained the French agr\u00e9gation in History in 2007 and a graduate degree in History and International Relations in 2009. In 2014, he completed a European PhD\u00a0summa cum laude<\/i>\u00a0in the History of Europe and International Relations at Sorbonne University, with a prize-winning dissertation, “The Formation of the European Migration Regime, 1947\u20131992.<\/p>\n

His publications include\u00a0Discussing Pax Germanica: The Rise and Limits of German Hegemony in European Integration<\/i><\/a>\u00a0(Routledge 2025),\u00a0The History of the European Migration Regime<\/i>\u2026\u201d; The History of the European Migration Regime: Germany\u2019s Strategic Hegemony<\/a><\/em> <\/span>(Routledge, 2018), and several articles in peer-reviewed scientific journals, among which <\/span>The International Spectator<\/i> (<\/span><\/span>2022<\/a>), <\/span>Afers Internacionals<\/i> (<\/span>2021<\/a>), <\/span>Cold War History<\/span><\/em> (<\/span>2020<\/a>)<\/span>,<\/span> Labor History<\/span><\/em> (<\/span>2019<\/a>)<\/span>,<\/span> Le Mouvement social<\/span><\/em> (<\/span>2018<\/a>)<\/span>, <\/span> Relations Internationales<\/span> <\/em>(<\/span>2016<\/a>)<\/span>,<\/span> and <\/span>the<\/span> Journal of European Integration History<\/em> <\/span>(<\/span>2015<\/a>)<\/span>.<\/span><\/p>\n

Dr. Comte has worked in the framework of a variety of collective research projects, funded by the French National Research Agency, the EU’s research and innovation funding programme Horizon 2020, and the Hellenic Foundation for Research and Innovation (ELIDEK). He has provided geopolitical and economic advice to a European government, advised on migration policy the External Relations Section of the European Economic and Social Committee in Brussels, and published opinions in Le Monde<\/a>, Euractiv<\/a>, and Kathimerini<\/a>.<\/p>\n
