He currently serves as a Programme Officer and Country Manager at the European Union Agency for Cybersecurity (ENISA) and is a Research Fellow at ELIAMEP. Previously, he was a Policy Officer at the European Securities and Markets Authority (ESMA) and a Visiting Fellow at the Hellenic Observatory of the London School of Economics (LSE). His research and policy interests cover international trade, finance, digital market regulation, and industrial organisation, with particular emphasis on competitiveness, investment, cybersecurity, and competition policy.<\/p>\n<p>Panagiotis has contributed to research projects and publications in the areas of international trade, economic reform policies, finance, sectoral competitiveness, and the political economy of innovation. He has conducted research at the London School of Economics, the Max Planck Institute for the Study of Societies in Cologne, the University of Athens, and the Foundation for Economic and Industrial Research (IOBE), while he has also served as a teaching assistant in financial markets and corporate finance at the University of Athens.<\/p>\n<p>Beyond academia, his professional experience spans European and international organisations and institutions in France, Switzerland, and Greece, and he has participated in policy missions in Albania, Greece, Kosovo, Kuwait, and Tunisia. Before joining ENISA, he worked at ESMA on investor protection and financial innovation issues, contributing to the EU Digital Finance Package and MiFID II reforms. Previously, he worked as an Economic Affairs Officer at the World Trade Organization (WTO), while he was part of the globally-selected 2020 cohort of the WTO Young Professionals Programme, supporting research and policy work on trade in services and investment. Earlier in his career, he worked as an economist and policy consultant at the Organisation for Economic Co-operation and Development (OECD), contributing to projects on innovation, competition, and investment policy in Europe and the Middle East.<\/p>\n<p>Panagiotis holds a PhD in Economics from the National and Kapodistrian University of Athens, where his thesis focused on international competitiveness, investment, and competition policy as drivers of structural transformation. He also holds an MPhil in Finance and Economics from the University of Cambridge (St John\u2019s College), and a first-class honours degree in Economics from the University of Athens, where he graduated as class valedictorian.
