The discussion focused on NATO Summit, its implications for European, and, by extension, Greek security, as well as on how emerging dynamics are affecting Greek-Turkish and EU-Turkey relations.

At the center of the discussion was the evolving relationship between the United States, NATO and Europe, particularly in light of the growing debate on burden-sharing and the division of responsibilities within the Alliance. It was noted that a possible reordering of US priorities is creating new conditions for European defense, as well as for the role of allied countries that are not members of the EU. In this context, Turkey is once again emerging as a critical, yet challenging, factor for the West: a country with which coexistence remains complex, but from which disengagement is not considered a realistic option.

Particular emphasis was placed on whether the European Union has a coherent and clearly defined strategy towards Turkey. It was underlined that the European approach remains largely fragmented, with member states often acting on the basis of national interests, defense-industrial relations or bilateral objectives.

The discussion also addressed whether Greece can and should contribute more actively to shaping the EU-Turkey agenda, by adopting a constructive role and helping define the content of a possible new EU-Turkey understanding. In this context, participants discussed the possible incentives that could be offered to Turkey, the necessary conditions, the expected trade-offs and the monitoring mechanisms that could support such an approach.

At the same time, it was noted that Turkey is seeking to leverage the new geopolitical environment to its advantage. The strengthening of the Turkish defense industry, as well as Turkey’s position in critical regional theatres, are increasing its appeal for certain Western actors, even though the country continues to face significant dependencies. Its relationship with the EU also remains dependent on the existing problems with member states such as Greece and Cyprus, leading Turkey to invest in bilateral relations and seek to build broader alliances within the Union.

A significant part of the discussion was devoted to the war in Ukraine and its consequences for European security, with support for Ukraine remaining critical. At the same time, the question was raised as to whether Greece and Europe could play a more active role not only in supporting Ukraine, but also in a future peace process. The discussion also highlighted the need for Greece to invest more in areas where it can develop a positive and productive role, whether through European policy or through targeted initiatives in crises such as Ukraine, the Middle East, Lebanon or Syria.

[20
