For the EU, the challenge is existential: according to some of the worst scenarios, lagging behind the US and China exposes the EU not just to enduring relative economic decline (growing less than other economies), but to a bleak future of absolute impoverishment, social strife, economic and security dependence, strategic vulnerability, and eventually loss of sovereignty in the face of military aggression. Should this risk be taken seriously, or dismissed as tech hype? And, if the former, what can Europe \u2013 at national and EU level \u2013 do to avert it?
