You are cordially invited to participate in the International Conference on “The Global Shift in Mobility and Migration Governance in the Long 1970s” taking place on 7 – 8 September 2023 in Pisa, Italy. Hosted by the Department of Political Science at the University of Pisa, the conference will be led by Prof. Simone Paoli (Pisa) and Dr Emmanuel Comte (ELIAMEP).

This conference will delve into the radical changes that occurred in migration patterns, perceptions, and policies during the 1970s and how they have contributed to the current immigration challenges faced by developed countries, particularly in Europe. We will examine the policies adopted by countries in North-Western Europe, such as West Germany, France, the Benelux countries, and Switzerland, which moved from active recruitment policies to restrictions on immigration of low-skilled workers. Furthermore, the conference will explore the shift in immigration policies in Southern Europe, which transitioned from an area of emigration to an area of transit and destination, leading to more restrictive immigration policies.

We will delve into the impact of Cold War Détente on immigration within Europe, and the immigration policies of countries outside of Europe, including the United States and Persian Gulf countries. The conference will also examine the role of international organizations in establishing international governance over mobility and migration, including the European Community, the Council of Europe, the Organization for Economic Cooperation and Development, and the Intergovernmental Committee for European Migration.

This is a unique opportunity for experts to come together and discuss historical and current developments in immigration policies and governance and explore potential solutions to the current immigration predicament. We aim to provide valuable insights into the key factors that have led to the current situation and to identify potential policy paths that could help address the issues faced today.
