The obvious victory amidst this pandemic is to count as less deaths as possible. At the same time, though, European governments are expected to not sacrifice their democratic and liberal values at the altar of this primordial goal, writes Vasiliki Poula, Research Assistant at ELIAMEP,  in an article for the Hellenic Observatory at LSE.  This means that the measures not only need to be effective, but also to comply with the fundamental value of proportionality – i.e. the measures must be necessary to achieve the aim (providing that there cannot be any less onerous way of doing it), as well as reasonable, considering the competing interests of different groups at hand, explains V.
