Pantelis Ikonomou explains that, strategically, Putin’s order to put Russia’s nuclear arsenal into “special combat readiness” means nothing, since major powers’ nuclear forces are on constant alert. Still, he points out that the large nations at least must commit not to take the first step towards the use of nuclear weapons, and wonders how the four reactors at the Akkuyu nuclear power plant in Turkey remain in operation, given that they are Russian, not Turkish.
