Turkey continues to pursue a strategy of tension against Greece and will continue to do so – especially after the signing of the agreement between Greece and Egypt – in order to test the Greek reaction, while making sure not to create a hot incident. A series of changes at both systemic and regional levels mean that the United States can no longer play the role it once did, as the one phone call Greece would make if the crisis escalated.
