“It is likely that the ‘frugal four’ will get rebates on their contributions, meaning the returns they want to see. They are the wealthiest countries and they want to get a return on their investment to the budget. Moreover, it looks like there will be certain concessions to the ‘frugal four’, especially towards the Rutte government in the Netherlands, that will likely get enhanced conditionality. That means that there will be a certain expectation for reforms that will be somehow controlled by the EU and its institutions, as a condition for disbursements,” explains George Pagoulatos in his interview with Thanasis Georgakopoulos and the First Programme of the Hellenic Broadcasting Corporation.
