ESPAS – European Strategy and Policy Analysis System
The European Strategy and Policy Analysis System (ESPAS) is an inter-institutional collaboration between the European Parliament, the European Commission, the General Secretariat of Council of the EU, the European External Action Service, with the support of the Committee of the Regions, the European Economic and Social Committee, the European Investment Bank, as well as the European Union Institute for Security Studies, which monitors global trends and offers strategic foresight to the EU’s decision-makers.
ESPAS was created to provide a uniquely (but not exclusively) European space to identify and analyse key trends and challenges, and the resulting policy choices, which are likely to confront Europe and the world in the years ahead. Similarly to its predecessors, this report is the outcome of a year-long consultation and review process involving policy makers, think tankers, academics and experts from international organisations, research institutes and the private sector. It offers a European discussion space where 2030 is imagined, together with the different roads which can lead us there – and what can be done to influence their trajectory.
