Security and Strategic Cooperation in the Mediterranean: Confidence-building and conflict prevention

This study provides with a comprehensive overview in the field of security and strategic co-operation in the Mediterranean. By assessing both the post-Cold War international and regional security environments, as well as, the framework of Euro-Mediterranean co-operation that has been established through the various regional initiatives that have seen the light after 1989, mainly the Barcelona Process but also the Mediterranean initiative taken by the French President Sarkozi, Stephen C. Calleya and Dimitris K. Xenakis deliver concrete proposals for the cultivation of a common regional security culture, the development of early warning mechanisms and the establishment of a conflict prevention network, as well as, the strengthening of Euro-Atlantic co-operation in the Mediterranean.

Solving the security puzzle in the Mediterranean and the Broader Middle East

ELIAMEP under the auspices of the Hellenic Ministry of Foreign Affairs and with the support of the Hellenic National Defence General Staff organized an International Conference on “Solving the security puzzle in the Mediterranean and the Broader Middle East“. This conference brought together high-level officials from Euro-Atlantic organizations, as well as leading strategic thinkers from Europe, America and the Middle East and provided a forum for the presentation of their views on issues of high mutual concern, as well as for the discussion of specific ideas for the better coordination of activities and a more efficient division of labour between involved state actors and international organizations. Security and Strategy in the Eastern Mediterranean

The paper explores the changing geopolitical scene in Greece’s neighbourhood, as well as trends in the Euro-Atlantic area, the broader Middle East and elsewhere, and their implications for Greek strategy and policy. The analysis suggests a need to consider a far wider range of scenarios than has been the case over the last decade. Preserving and extending Greek-Turkish detente will be a critical task, as will adjustment to new foreign policy approaches in Washington, uncertainties in Europe, and the possibility of one or more new nuclear powers emerging in the Middle East over the next decade.

NATO’s Mediterranean Dialogue: Prospects and policy recommendations

In the post-Cold War period, NATO has ceased to act only as a shield against any external threat, and has assumed the added role of guarantor of stability in Europe. The view in certain quarters is that, in accordance with the Alliance’s New Strategic Concept, the Mediterranean area could well become NATO’s new raison d’ etre. The focus of research and analysis for this monograph will be on NATO’s current and future priorities (i.e. interests, threats, and objectives) in the Mediterranean region and the available tools for dealing with the problems at hand. There will be less emphasis on the historical evolution of NATO’s policy towards the Mediterranean, or on the views of NATO members and Mediterranean partners regarding the Mediterranean Dialogue of the Alliance. Since there exists significant research and bibliography on NATO’s Mediterranean Dialogue, this study will synthesize a number of excellent works in an effort to suggest a short- and medium-term roadmap for the initiative.

The Barcelona Process after Valencia and Seville: What Priorities for the 2003 Greek Presidency?

The Mediterranean is a vital region for the European Union in general and for Greece in particular. The stated objective of the Euro-Mediterranean Partnership (EMP), also known as the ‘Barcelona Process’, is the creation of a prosperous zone of peace and security. The next Greek EU Presidency (January-June 2003) needs to be very active in Euro-Mediterranean issues as there is still a long way to go before that objective becomes reality. This paper presents a number of general and specific policy recommendations for the forthcoming Greek Presidency. The paper also argues that the Greek Presidency will need to build coalitions not only with other EU member states and institutions but also within Greece itself.
