Provision of independent expertise to the European Parliament (EP) in the field of audiovisual policy

The purpose of this project is to provide independent expert advice on a number of issues coming within the audiovisual policy mandate of the European Parliament (EP)’s Committee on Culture and Education (CULT). It is coordinated by the Hellenic Foundation for European and Foreign Policy and draws on the expertise of an interdisciplinary team of academics and researchers who specialise in audiovisual policy.

Expertise may be offered for the following topics:

  • The implementation of the Audiovisual Media Services Directive;
  • The Media 2007 Programme;
  • The situation of audiovisual industries;
  • The protection of cultural diversity in the audiovisual sector, including in digital (online) media and the role of the UNESCO Convention on the protection of cultural expressions;
  • Cooperation with non-EU countries, including under the Media Mundus programme;
  • The protection of minors and human dignity;
  • The fight against piracy and the protection of authors’ and artists’ rights in the digital environment;
  • Safeguarding the EU’s audiovisual heritage;
  • Media literacy;
  • The links between EU policies towards the single market, the ‘information society’ and audiovisual policy;
  • The links between community competition policy and audiovisual policy (including state aid to cinema and public service broadcasters);
  • The links between EU trade negotiations (including in the World Trade Organisation) and audiovisual policy;
  • Media pluralism;
  • The contribution of all EU programmes to the above areas;
  • EU cooperation with non-EU countries in the above-named areas and with international organisations such as UNESCO and the Council of Europe.

Expertise may be offered in the following forms:

  • small briefing notes;
  • medium-sized briefing notes;
  • detailed briefing notes;
  • analytical studies;
  • research studies;
  • Other ad hoc services.

Duration: September 2010- August 2011 (12 months)

Presenting a comparative analysis of the experiences and policies of different EU member states, this book draws on an extensive range sources, many of which have so far been absent from English-language analyses, to offer an overall picture of irregular migration in twelve EU member states.
This volume will be of interest to policy makers and researchers within the fields of migration, sociology and social anthropology, political science, European integration and European studies, political science and public administration.

Solutions proposed by a Greek Think-Tank for the Kosovo Conundrum

ELIAMEP’s Working Paper no 7 by Thanos Veremis, ELIAMEP’s Vice President and Professor of History, University of Athens, presents the solutions proposed for the Kosovo Conundrum by the Greek think-tank, The Hellenic Foundation for European and Foreign Policy (ELIAMEP), which was one of the first European institutes to deal with the Kosovo problem. A research
project, financed by the Ford Foundation, began in 1995 on conflict prevention in the region involving various Balkan scholars, including Albanians and Serbs.The author argues that the cleavage between the autonomy that the international community was willing to offer the Kosovar Albanians, and the full independence they demanded, could have been bridged by the ELIAMEP proposal of June, 1998. Evangelos Kofos who was responsible for drafting the proposal, introduced a timeframe that would allow a careful transition from one phase to another with a minimum of friction. It is difficult to foresee the full spectrum of consequences that Kosovar independence will generate. In principle it will create a precedent that will make it impossible for Western states to deny self-determination to other candidates under similar circumstances.
