Starting with a critical overview of the institutionalisation of Islam in Europe and a discussion on the nature of Muslimophobia as a social phenomenon, this book shows how socio-economic, institutional and political parameters set the frame for Muslim integration in Europe. Britain, France, Germany, the Netherlands, and Sweden are selected as case studies among the &#8216;old&#8217; migration hosts. Italy, Spain and Greece are included to highlight the issues arising and the policies adopted in southern Europe to accommodate Muslim claims and needs.<br />
The book highlights the internal diversity of both minority and majority populations, and analyses critically the political and institutional responses to the presence of Muslims.</p>

Such a process is the integration of South  Asia. ELIAMEP organized a closed discussion with H.E. Ambassador Mohamed Mijarul Quayes, Secretary General of the Minitry of Foreign Affairs of the People’s Republic of Bangladesh, to discuss how does the region of South Asia interfaces with the process of European integration and to present an assessment of any comparisons that can be drawn from the dynamics of integration in the region.<span id="more-3642"></span></p>
<p style="text-align: justify;"><em>The history of the region and its aftermath</em></p>
<p style="text-align: justify;"><em> </em></p>
<p style="text-align: justify;">What is called today South Asia is fundamentally the region that comprises the colonial British India. Nevertheless, the history of the states that emerged following the departure of Britain differs. India and Pakistan declared their independence one day apart and emerged directly from the anti-colonial struggle. Bangladesh was separated from Pakistan in 1971 following a short war of independence. These largely traumatic processes according to the Ambassador are part of the region’s recent history and have a significant effect on all efforts of integration functioning both as an impediment as well as a drive towards integration. The first step to that direction was taken in 1985 with the Dhaka Declaration between Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan and Sri Lanka, however, cooperation in the region remains jealously nationalistic</p>
<p style="text-align: justify;">
<p style="text-align: justify;"><em>The paradigm of the EU </em></p>
<p style="text-align: justify;"><em> </em></p>
<p style="text-align: justify;">The gradual development of Europe from the emergence of a European state-system at the time pf the Treaty of Westphalia to today’s European Union offers an optimal example of integration that went beyond the difficult historical past and despite the difficulties that the ‘European project” presents over time.  From the point of view of the ‘outsider’ the development of the EU constitutes a model that can be adapted in other parts of the world including South Asia. There are different lessons to be learned from the process of European integration.</p>
<p style="text-align: justify;">a)      History is no impediment to moving forward towards enhanced cooperation and integration;</p>
<p style="text-align: justify;">b)      Integration needs to emerge as an organic process;</p>
<p style="text-align: justify;">c)      The concept of pulled sovereignty and the European acquis communautaire are two novelties that have allowed the process of integration to progress and can be modeled;</p>
<p style="text-align: justify;">d)      The promotion of the “Europe of the Regions” is a collective European guarantee for the protection of the cultures and nationalities of Europe, also guaranteeing that smaller nations especially will continue having a presence and a voice within the Community system.</p>
<p style="text-align: justify;">
<p style="text-align: justify;"><em>Is there a future to integration in South Asia?</em></p>
<p style="text-align: justify;"><em> </em></p>
<p style="text-align: justify;">It is essential that the region makes the intellectual leap that will lead it towards a free trade agreement and ultimately an economic union. While the parallel track of political integration remains underdeveloped, the paradigm of Europe is applicable, both in its positive aspects with the set of humanitarian values that lay in its core as well as in its negative aspects with the democratic deficit that characterizes it. South Asia is heading towards integration, at least in economic terms. Political integration in South Asia while distant as a project, may be possible within a wider frame of the post-welfare state, the development of civic societies and the necessary safeguards for the less mainstream cultures that follow it.</p>

It is hard to determine their exact number, given the extent of illegal entries into Greek territory.<span id="more-3610"></span> Most of them come from societies with a different cultural backgroung, leading them to different behavioural patterns than those of the indigenous people, a fact which is linked to their marginalization. Migrants are the “others”, the “foreigners”, the “weirdoes”. Under these circumstances the migrants’ integration in the Greek society, of which they are active members, seems impossible or to the least, demands of them to abandon their cultural identity.<br />
Nevertheless, their integration in the social web is a crucial test for the Greek society’s democratic maturity and its political system. From this point of view, the related legal initiative consists a bold step. The reactions which provoke phobic syndromes by invoking ideations should not lead to the annulment of the project or its limiting to frail regulations. There is no doubt that this issue is linked to many parameters and it’s not only a matter of legal policy. The essays of this volume explore the multidimensional character contributing in a comprehensive way to its resolution beyond intolerance and populism.</p>

<p><strong> </strong>ELIAMEP is preparing a new study on the <strong>Assessment of the impact of policies funded by EU budget on the course of Greek economy </strong></p>
<p><strong> </strong></p>
<p>The study’s main goals are the following:</p>
<ul>
<li>Validate important findings regarding the results and the implications of policies that were funded or      co-funded by the EU during the course of previous programming periods.</li>
</ul>
<ul>
<li>Describe and analyze parameters of the negotiation, as well as the Greek experience from each programming period.</li>
</ul>
<ul>
<li>Provide a detailed presentation and analysis on the characteristics      of the new EU programming period after 2013.</li>
</ul>
<ul>
<li>Formulate substantial policy proposals,      aiming at the optimal use of European financial resources at all stages (strategy, programming, implementation, etc).<span id="more-3605"></span></li>
</ul>
<p><strong>The content of the study</strong><strong> </strong><strong> </strong></p>
<p>The study will focus on policies financed or co-financed by the EU budget and most specifically:</p>
<ul>
<li>On development      policy (infrastructures, human resources and productive investments), jointly funded by the Structural Funds, the Cohesion Fund and the European Agricultural Fund for      Rural Development  (EAFRD) and</li>
</ul>
<ul>
<li>On the Common Agricultural      Policy (markets, prices and relevant measures) funded by      the European      Agricultural Guarantee Fund (EAGF).</li>
</ul>
<p>Other EU policies, funded by the Community budget, will also be examined, albeit to a lesser extent: research and technology, education, trans-european networks, the environment, fisheries, public health and immigration policy. Finally, the implications of EU funding to candidate or potential candidate countries (Turkey and the Western Balkans) will be examined.</p>
<p><em><strong>Outline of the study</strong></em></p>
<p><em><strong> </strong></em></p>
<p>The overall study is divided in three parts:</p>
<p>The <strong>first</strong> part (Study Α) will include an assessment of previous programming periods from 1988 until today (with an emphasis on the two most recent ones 2000-2006 &amp; 2007-2013) and will include general and specific conclusions (according to each policy sector), resulting from the analysis of the assessments.</p>
<p>The <strong>second</strong> part (Study B) will initially include an analysis and presentation of the parameters of the negotiation for the next programming period, focusing thereafter on the evaluation of the (potential) final result.</p>
<p>The <strong>third</strong> part (Study C) will refer to the second and third phase of the negotiation, which will be covered by at least three working papers that will include additional conclusions and proposals. Study C will be completed with the processing of a Final Summary Report which will include all deliverables from Studies A, B and C, as well as an update of all conclusions and proposals.</p>

			<content:encoded><![CDATA[<p>This project proposes a Comparative Study of EU, British and US Policy Transfer to Greece on  Terrorism and Organised Crime. In international politics today, few policy areas  are as pressing as the transfer of approaches to both terrorism and organised  crime from states that have more to those who have less developed policies in  these areas. Although the demand for policy transfer (best practices and  normative shifts) amongst officials and law enforcement professionals has grown  all the louder globally since September 11th 2001, little substantive research  has been carried out to account for the extent to which security policy transfer  is, or has been, effective.</p>
<p>In recent decades, economic, institutional and  cultural obstacles have often been flagged by expert observers and practitioners  as problems commonly encountered during efforts to secure such transfers  (whether to officials or practitioners, and regardless of their level of  seniority). Hard pressure and the use of incentives have been posited as producing different outcomes in terms of recipient acceptance of policy transfer.  As yet, however, such relationships have not been studied methodically by  comparing different approaches. By focusing on the case of Greece within its EU  context and alongside its important bilateral relationships with the UK and the  US, this study will offer a unique insight into what has worked and what has  not in affecting such transfers, with lessons for international security policy  transfer to more volatile regions of the globe such as Afghanistan and Iraq.  Indeed, it will offer an unprecedented long-term assessment of the effectiveness of  EU, British and US policies with regard to Greece’s approach to the  subjects.</p>
<p>The study will include interviews with British, Greek and US officials,  policemen (former and current trainers and trainees), academics and journalists. Documentary evidence will also be used to assess the correlation  between, on the one hand, attitudinal change, and on the other, resource  capacity-building, international professional collaboration, and different tactical  approaches.</p>

			<content:encoded><![CDATA[<p>In ELIAMEP&#8217;s <a href="http://www.eliamep.gr/en/publications/" target="_blank">Working Paper</a> no 12 the author, <strong>Thanos Dokos</strong>, ELIAMEP&#8217;s General Director and Visiting Lecturer in the Department of Turkish and Contemporary Asian Studies of the University of Athens, notes that sixty-three years after its official birth and 17 years after the Oslo Peace Settlement the Palestinian problem continues to torment the Middle East. What and who’s to blame for the failure of the peace efforts until now? There are multiple explanations and none of them is absolutely satisfactory. Some, even, lead to utterly pessimistic conclusions for the future.<span id="more-3587"></span></p>
